They can be obtained in The Bleed, Motherboxes (Purple +), Random Mythic Shards, Custom Mythic Shards, Daily Deals, Path of Justice.
You should focus on the following transmutes for Black Canary: Energy Gain Bonus, P DEF, S DEF.
Black Canary's kit sounds nice with the silence, and her kit was clearly written with PvP in mind, but we have yet to see a team composiiton in-game that makes her worth using.
