They can be obtained in The Bleed, Motherboxes (Green, Blue, Purple, Yellow), Randome Legendary Shards.
You should focus on the following transmutes for Killer Croc: HP, P DEF, Energy Gain Bonus.
With the prevalence of Legion of Doom in the top of Meta Brawl, Killer Croc is an interesting champion. I think he's a solid Guardian to build early on, but he tapers off as you get access to other champions. I see him as a bridge to Scarecrow for new accounts, and if you're not going to run Legion of Doom, you can skip building him entirely.
Killer Croc is a defense-breaking Guardian who charges into enemy lines, reducing Physical DEF of multiple enemies and healing himself when his HP runs low.
Significantly increases Physical and Spiritual Defense, plus a strong, reliable shield. At low HP, Killer Croc becomes untargetable and restores HP. The shield prevents his HP from dropping too low, so he can keep dealing damage and reducing enemy Physical Defense.
Increases HP and Dodge. Killer Croc's Ultimate reduces enemy Physical Defense, and with higher HP, he can stay in the front row longer, creating more opportunities for allies to deal physical damage.
Significantly increases HP. At low HP, Killer Croc restores HP and lunges at the enemy with the highest Attack, and a large HP pool means more HP restored.
Abilities unlock from 1 star and gain an upgrade at every rank — White, Blue, Purple, Yellow, Red. The star each ability upgrades on is shown on its card.

Killer Croc's Healing Taken Up increases by 1.5/3/4.5/6/7.5%.

Waylon Jones was born into poverty in Florida. His mother died in childbirth. As Waylon grew, it became clear that he had a congenital condition that caused him to develop more like a crocodile with every passing day. Disgusted, his father abandoned him. Waylon was raised by an aunt, but she was an irresponsible alcoholic. Mocked through his teenage years for his appearance, Waylon eventually became large and strong, and found work wrestling alligators in carnivals under the name "Killer Croc". But that paid poorly. Realizing he could make a lot more money in crime, Waylon went to Gotham City where he'd heard other freaks had made their marks as crime bosses. If they could do it, why not him?
Killer Croc quickly rose through Gotham City's underworld, thanks to his power and savagery. He was approached by The Joker with a plan to eliminate Batman. The Joker's scheme would have eliminated Killer Croc as well, but it never came to fruition as Batman defeated Killer Croc and he was sent to Arkham Asylum. After a breakout, Killer Croc took shelter in an abandoned tunnel where a number of homeless people lived. Realizing they didn't judge him for his appearance, Killer Croc became their friend and protector. However, Batman tracked him down. While they battled, an overflow of river water flooded the tunnel. Killer Croc held the water back long enough for his friends to escape before it washed him away. Batman and Killer Croc's new friends believed he had drowned. It would not be the last time Killer Croc was an unlikely hero.
Killer Croc survived, but his mental state deteriorated, and when he resurfaced, he was living like an animal in alleys. He was confronted by Bane, who was new in Gotham and out to make a name for himself. Bane beat Killer Croc and left him unconscious. When Killer Croc healed in both body and mind, he acted to reestablish himself in the criminal underworld by taking on the Paretti crime family. After killing several, Killer Croc was foiled by Dick Grayson, who was operating as Batman after Bruce Wayne's apparent death. Later, a mysterious force compelled Killer Croc to break out of Arkham and go to the Louisiana swamps. Batman pursued, only to be told by Swamp Thing that he was offering Killer Croc a place to live in peace. Batman agreed to this, but before long, Killer Croc returned to Gotham City, too human to leave civilization behind.
The criminal Hush infected Killer Croc with a virus that further mutated him, in order to use him as a weapon against Batman. He was restored to his previous state by a doctor, but later, Black Mask had Mad Hatter implant a mind control chip in Killer Croc. That chip reactivated the virus. When Batman freed Killer Croc from the mind control, he tried to eat Mad Hatter in revenge, but Batman stopped him. Killer Croc sought the doctor who had restored him to normal before, but she failed, and Killer Croc, overcome by his animal instincts, devoured her. Anguished at his actions, he retreated to the sewers, vowing vengeance on those who had pushed him to this state.
Despite his past acts of savagery, Killer Croc has sometimes acted as an anti-hero. At one point, he battled Arsenal. However, Killer Croc recognized that Arsenal was intentionally looking to be killed by him after hitting rock bottom during his addiction to opioids. Killer Croc refused to do so and talked sympathetically to him, urging him to get help and even acting as his sponsor when he did enter rehabilitation. Killer Croc also befriended a fellow Arkham Asylum inmate, Sybil Silverlock, who asked Killer Croc to look after her daughter Olive if he ever got out. After Sybil was rendered comatose by Arkham's destruction, Killer Croc kept his promise, finding Olive, telling her what happened to her mother, and getting her to a place where she could start her life over.
Killer Croc has been a member of the Suicide Squad. On a dangerous mission, he saved the Enchantress (also known as June Moone) from being killed by General Zod. They grew close, and a romance blossomed between them. Sadly, Enchantress was apparently killed on a later mission, leaving Killer Croc devastated and causing him to leave the Squad. Later, Killer Croc helped Poison Ivy fight a deadly fungal infection that was creating zombie-like beings. His blood was the key to a cure due to his natural immunity, thanks to his crocodile traits. He met Ivy's friend Janet Mitchell, also known as Janet from HR, and protected them both from the Floronic Man. Killer Croc and Janet hit it off, and it appeared he might have a chance at finding love again.
