You should focus on the following transmutes for Killer Croc: HP, P DEF, Energy Gain Bonus.
With the prevalence of Legion of Doom in the top of Meta Brawl, Killer Croc is an interesting champion. I think he's a solid Guardian to build early on, but he tapers off as you get access to other champions. I see him as a bridge to Scarecrow for new accounts, and if you're not going to run Legion of Doom, you can skip building him entirely.
