They can be obtained in The Bleed, Motherboxes (Purple +), Random Mythic Shards, Custom Mythic Shards, Daily Deals, Path of Justice, Training Simulator. You should focus on the following transmutes for Lex Luthor: Energy Gain Bonus, ATK, Crit Rate.
Lex Luthor is a champion who's most useful in a full Legion of Doom team. You simply can't use him without at least the three tag Legion of Doom synergy, unless you want to see a marked drop off in DPS. However, he is THE reason Legion of Doom is such a powerhouse in PvP.
